Abstract

Over the past several decades, higher education systems have undergone significant change. Participation in higher education has increased in all industrialised countries, transforming higher education from elite to mass education. In most countries, the tertiary sector has diversified by providing new degree offerings and by assuming responsibility for a wider range of occupational preparation.
