Abstract
Despite the fact that student migrants are only a small percentage of “the total stock of migrants” around the globe (King and Findlay 2012: 259), the proportion of international student migration flows has increased enormously in recent decades. If there were only over 2 million students in 2005 worldwide “enrolled in tertiary institutions as foreign (non-resident) students”, it is expected that “by 2025, almost 8 million students are projected to be studying outside their home country” (Bhandari 2009). The vast majority of international students (80 per cent in 2006) were enrolled at higher education institutions (HEI) in only a few countries: the US, the UK, Australia, Japan and Germany (Dustmann et al. 2009).
