Eine gesetzliche oder allgemein anerkannte Definition des Begriffs „deutsche Forstverwaltung“ existiert nicht. Es verwundert daher nicht, wenn der Begriff mit unterschiedlicher oder bisweilen unklarer Bedeutung verwendet wird. Was „deutsche Forstverwaltung“ ist, erscheint allenfalls auf den ersten Blick klar und unproblematisch.
