Zusammenfassung
Vor dem Hintergrund der Europäischen Integration thematisiert Ernst B. Haas in seinen beiden Hauptwerken The Uniting of Europe und Beyond the Nation State von Gründe und Bedingungen dafür, warum sich Nationalstaaten freiwillig und friedlich regional integrieren. Haas fragt, warum politische Akteure miteinander kooperieren, neue gemeinsame Institutionen schaffen und diese mit übergeordneten politischen Kompetenzen ausstatten, denen gegenüber sie sich loyal verhalten. Im Kontext verschiedener Integrationsdebatten gilt der Neo-Funktionalismus bis heute unumstritten als eine der beiden führenden Großtheorien zur Erklärung regionaler Integration. Haas nennt für dynamische Prozesse, die initial von Nationalstaaten ausgelöst, anschließend aber im Wesentlichen von nicht-staatlichen Akteuren auf supranationaler Ebene dominiert werden, drei Prämissen: Pluralismus, Rationalismus und Funktionalismus. Mit seinen Arbeiten regt er weniger zu normativen Diskussionen an, als vielmehr weitere empirisch-analytische Forschung zum Thema. Zwischenzeitlich haben Haas‘ Schüler dessen neo-funktionalistische Theorie weiterentwickelt und modifiziert.
