Zusammenfassung
Mit dem Ende des Zweiten Weltkrieges begannen die Vereinigten Staaten mit der Etablierung einer liberalen Weltordnung. Ein Baustein dieser Weltordnung war das Allgemeinene Zoll- und Handelsabkommen, das nach der national ausgerichteten Finanz- und Handelspolitik in der Zwischenkriegsperiode multilateralen Freihandel fördern sollte. Parallel zu diesen multilateralen Bestrebungen gab es jedoch vielerorts auch Bestrebungen für regionale Integrationsprojekte. Dies galt insbesondere für das durch den Krieg zerstörte Europa. Ihre Annahmen stützten die Befürworter der europäischen Integration auf die Aussagen von Ökonomen aller Couleur. Doch weder Freihandelsbefürworter noch Freihandelsgegnern hatten sich bis zu diesem Zeitpunkt intensiv mit den folgen regionaler Wirtschaftsintegration auf die Weltwirtschaft befasst. Jacob Viners Studie The Customs Union Issue lieferte erstmalig umfangreiche Erkenntnisse über die weitreichenden Folgen regionaler Wirtschaftsintegration und gilt deshalb als Standardwerk in der Freihandelsforschung. Viner belegt, dass Zollunionen neben handelsschaffenden auch handelsumlenkende Effekte verursachen. Regionale Handelsabkommen können im Vergleich zu globalem Freihandel demnach sogar die globale Wohlfahrt senken.
