Zusammenfassung
Während der Jahrtausendwende begünstigten die nationalen Rahmenbedingungen die schnelle Entwicklung des E-Commerce-Geschäfts und ließen diese Form des Handels zu einem essenziellen Treiber der chinesischen Wirtschaft werden. Zahlreiche Erfolgsfaktoren, wie beispielsweise das rasante Wirtschaftswachstum, die Digitalisierung sowie der Leapfrogging-Effekt, tragen zum Aufschwung des chinesischen Online-Handels bei. Der E-Commerce-Boom in China unterliegt nicht nur dem Erfolg privater Unternehmen und Marktentwicklungen, sondern auch dem aktiven Eingriff des chinesischen Staats in den Markt. Seit 2006 unterstützt die chinesische Regierung die digitale Innovation im eigenen Land mit dem Programm „Made in China 2025“.
Die Zusammenarbeit zwischen Staat und privaten Unternehmen lässt eine Symbiose entstehen, die zur Folge hat, dass Investitionen von E-Commerce-Unternehmen wie Alibaba und Taobao häufig im Interesse des Staates getätigt werden. Dadurch wird dem Staat nicht nur ermöglicht, dass private Unternehmen staatliche Interessen fördern, sondern auch den Markt kontrollieren und regulieren. Zudem nutzt der Staat den digitalen Trend, um die Bevölkerung digital zu überwachen (Sozialkreditsystem). Die Errichtung von sogenannten E-Commerce-Dörfern auf dem Land stellt ein prägnantes Beispiel dar, bei dem private Unternehmen, wie Alibaba und Taobao, in die Infrastruktur ländlicher Regionen investieren, um sowohl das eigene E-Commerce-Geschäft voranzutreiben, als auch die schwache regionale Wirtschaft wachsen zu lassen. Unterschiedliche Modelle von E-Commerce-Dörfern wurden bereits als Pilotprojekt in ausgewählten ländlichen Regionen Chinas implementiert.
