Zusammenfassung
Der „natürliche Zins“ ist der hypothetische risikofreie Realzins, der bei Vollbeschäftigung in einer geschlossenen Volkswirtschaft gelten würde, wenn die Nettoverschuldung des Staates null wäre. Er ist wesentlich geringer als der optimale Steady State-Zins, der gleich der Wachstumsrate des Systems ist. Das gilt für ein sehr allgemeines „Meta-Modell“.
Auf dem optimalen Steady State-Pfad gilt die Fundamentalgleichung der Kapitaltheorie: T = Z – D mit T als volkswirtschaftliche Produktionsperiode, Z als repräsentative private „Warteperiode“ der Konsumenten und D als Staatsschuldenquote. Beim natürlichen Zins ist der Wohlstand mindestens 40 Prozent geringer als beim optimalen Zins.
