Wie valide ist die empirische Messung der Through- und Outputlegitimität politischer Systeme?

Eine kritische Betrachtung

Zusammenfassung

Die politik- und sozialwissenschaftliche Literatur zum Themenkomplex Legitimität ist umfangreich wie vielfältig. Weiterhin sind die empirisch-deskriptiven sowie normativ-ethischen Legitimitätskonzeptionen äußerst heterogen. Dies gilt sowohl für die Begriffe selbst als auch deren Verwendung als wissenschaftliche Termini. So verwundert es kaum, dass Fragen nach geeigneten Operationalisierungen und Messinstrumenten einen zentralen und nicht unstrittigen Diskussionspunkt in der empirischen Legitimitätsforschung einnehmen. Kennzeichnend hierfür ist eine konzeptionelle Vermischung von Systemunterstützung und Legitimität, die sehr eng mit der unzureichenden Verfügbarkeit geeigneter Indikatoren in der Umfrageforschung verknüpft ist. In der Folge präsentieren viele Studien inadäquate und nur schwer vergleichbare Legitimitätsmessungen, was sich in unterschiedlichen Deutungsweisen der Befunde ausdrückt und erhebliche Konsequenzen für die empirische Forschung hat. Vor diesem Hintergrund zielt unser Beitrag darauf ab, eine kritische Bewertung der verwendeten Indikatoren zur Messung der Through- und Outputlegitimität politischer Systeme vorzunehmen. Auf Grundlage dieser kritischen Sichtung insbesondere in Hinblick auf deren uneinheitliche Verwendung werden bestehende und neue methodische Verfahren wie das Web Probing im Bereich der kognitiven Interviews vorgestellt und die Notwendigkeit ihrer Anwendung begründet. Der Beitrag schließt mit Empfehlungen für eine Neukonstruktion eines Instruments zur Messung der politischen Legitimität von demokratischen Systemen.
