Zusammenfassung
Zu Beginn des dritten Kapitels werden unter Bezugnahme auf bekannte Konzepte der Strategielehre unterschiedliche Umweltsphären dargestellt, um anschließend die spezifisch relevanten Aspekte des politischen Kontexts näher zu betrachten. Unterschiedliche Kontexte wirken sich auf die institutionellen Merkmale öffentlicher Verwaltungen aus. Deshalb wird im zweiten Teil von Kap. 3 auf Verwaltungstraditionen und -typen eingegangen. Verschiedene Staatsstrukturen, Regierungsformen, Kulturausprägungen, Personalsysteme und Arten von Staatstätigkeit werden erläutert und anschließend in ihrer geografischen bzw. auf den Kulturraum bezogenen Ausprägung dargestellt. Abschließend geht der dritte Abschnitt auf die Unterscheidung zwischen öffentlichem und privatem Management ein.
