Zusammenfassung
Der Blick auf Pakistan wird häufig dominiert von starken Sicherheitsbedenken. Gezeichnet wird das Bild eines Landes, das vom Anti-Terror-Kampf, von Talibanisierung und Bombenanschlägen gebeutelt ist. Weiter wird die Drohkulisse eines möglichen Scheiterns des Staates heraufbeschworen. Diese einseitige Sichtweise vernachlässigt jedoch zahlreiche positive Entwicklungen des Landes. Seit 2001 ist Pakistan zudem ein enger Verbündeter der USA im Anti-Terror-Kampf. Mit der im März 2009 von der Obama-Administration vorgelegten neuen Strategie „AfPak“ wird Pakistan vom gleichwertigen Partner zu einem Teil eines regionalen Problemnexus herabgestuft. Gleichzeitig wurde mit „AfPak“ die Grundlage für eine neue, „erweiterte Partnerschaft“ der beiden Länder geschaffen. Mit dieser Initiative soll die bisher vernachlässigte regionale Dimension des Afghanistaneinsatzes korrigiert werden; sie bleibt allerdings hinter diesem Anspruch zurück und offenbart einige Schwachstellen.
