Die direkte Mitwirkung der Bürger setzt systematisches Kommunizieren und Vernetzen voraus. Die Einführung der Bürgerkommune muss strategisch gemanagt werden. Die Verwaltungsspitze soll Motor der Entwicklung und der Veränderung sein. Wo Bürgermeister als Bedenkenträger handeln, ist die Idee der Bürgerkommune von vornherein zum Scheitern verurteilt.
