Zusammenfassung

In diesem Beitrag wird das Verhältnis von Freiheit zu Sicherheit in einer international vergleichenden Perspektive, also anhand pirischer Daten zu den Ländern der Erde bestimmt. Untersuchungseinheiten sind die souveränen Staaten des internationalen Systems. Welcher der beiden widerstreitenden Ansätze lässt sich empirisch bestätigen? Gehen Freiheit und Sicherheit Hand in Hand? Weisen also Staaten mit vielen Freiheitsrechten auch eine hohe Sicherheit auf? Oder schließen sich Freiheit und Sicherheit aus? Leiden freie Staatswesen unter geringerer Sicherheit? Welche Regierungsform – autoritäre Herrschaft oder liberale Demokratie – ist also besser geeignet, die Sicherheit der Bürger zu garantieren?
