Zusammenfassung

Wie wird der Wohlfahrtsstaat gerechtfertigt ? Mit welchen Argumenten wird er kritisiert ? Auf welchen normativen Grundlagen, Ideen und Werten beruht Wohlfahrtsstaatlichkeit – zu bestimmten Zeiten in bestimmten Ländern ? In diesem Kapitel werden in empirischer Perspektive politische Argumentationen und wissenschaftliche Theorien der Wohlfahrtsstaatsbegründung und -kritik vorgestellt. Gegenstand der Untersuchung sind daher öffentliche und akademische Debatten. Zentrale Begründungsfiguren werden in ihrer geschichtlichen Entwicklung in Deutschland und für weitere OECD-Staaten vorgestellt: Modernisierung und Globalisierung, ökonomische Effizienz und öffentliche Wohlfahrt, diverse Spielarten von Gerechtigkeit und Gleichheit, (Wahl-)Freiheit und Eigenverantwortung, Solidarität und Gemeinschaft.
