Abstract
This is a book about a substantial flaw of Western democracies. Migration flows after WWII have produced large foreign populations that have remained excluded from political membership for decades. That applies to the receiving countries of guest-workers like Austria (12%), Belgium (11%), Germany (9%), and Switzerland (23%) (see Figure 1.1).
