Zusammenfassung

In dem Beitrag wird diskutiert, wie der staatliche Einsatz von Prognosetechnologien zur Vorhersage von Straftaten, Rückfallwahrscheinlichkeiten und gefährlichen Ereignissen empirisch untersucht werden kann. Im ersten Abschnitt wird argumentiert, dass der Staat in der Sicherheitsgesellschaft mit den Begriffen der Wissenschafts- und Technikforschung als ein Prozess der wechselseitigen Konstitution technischer und sozialer Ordnung verstanden werden kann. Prognosetechnologien werden in diesem Beitrag weder als ausschließlich technische Artefakte begriffen, die unausweichlich in die präemptive Sicherheitsgesellschaft führen, noch als Objekte ohne Handlungsfähigkeit, die nur durch soziale Prozesse erklärt werden können. Vielmehr wird im zweiten Abschnitt gezeigt, wie die Annahme, dass Prognosetechnologien Kriminalität reduzieren und die Sicherheit erhöhen in der technik- und anwendungsorientierten Forschung reproduziert wird. Darauf aufbauend wird im dritten Abschnitt ein technografisches Forschungsprogramm entworfen, das ein begriffliches und methodisches Instrumentarium zur empirischen Erforschung soziotechnischer Konstellationen in der prognostischen Sicherheitsgesellschaft anbietet.
