Zusammenfassung
Resilienz wurde innerhalb der letzten Jahre zunehmend in entwicklungspolitischen Programmen als Antwort auf vielfältige Krisenszenarien eingeführt: von Klimawandel und Naturgefahren über Kriege und Konflikte bis hin zur Wirtschafts- und Finanzkrise. Aber was macht den Erfolg des Resilienzkonzepts aus? In welche Wahrnehmungen von Krisen und Risiken wird der Resilienzbegriff eingebettet und mit welchen Mitteln soll Resilienz gegenüber diesen Krisen hergestellt werden? Welche Strategien sind damit verbunden? Diesen Fragen nähern wir uns im vorliegenden Kapitel mithilfe des Ansatzes der Gouvernementalität nach Foucault und einer kritischen Analyse verschiedener Dokumente der Europäischen Union und des deutschen Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung. Wir argumentieren, dass die konzeptionelle Unschärfe des Begriffs seine Nutzung im Sinne neoliberaler entwicklungspolitischer Leitlinien legitimiert; seine Nützlichkeit für eine kritische Annäherung an derzeitige Krisen und deren Wahrnehmungen bleibt damit jedoch begrenzt.
