Zu Beginn der Erarbeitung der Kulturkonzeption war der Strom der Asylsuchenden noch klein, gegen Ende das dominanteste Thema in der Medienberichterstattung sowie ein wichtiger Fokus in der Lokalpolitik. Wir nehmen uns dieser aktuellen Herausforderung daher im Folgenden an.
