Opposition und Dissidenz in der Weltgesellschaft – Zur Rekonstruktion globaler Herrschaft aus dem Widerstand

Zusammenfassung

Ganz überwiegend wird Herrschaft vom Gehorsam gedacht und nicht vom Widerstand, den sie erzeugt. Das führt dazu, dass in den großen Theorien der Internationalen Beziehungen nur ein verkürzter Herrschaftsbegriff im Sinne legitimier Autorität oder umgekehrt als Hegemonie Eingang gefunden hat. Beide verlieren aber gerade die Vielfältigkeit von Herrschaftsverhältnissen und ihre Effekte in der internationalen Politik aus den Augen. Der Beitrag schlägt im Gegensatz dazu vor, Herrschaft über die Praxis des Widerstands zu erfassen und illustriert an zwei Beispielen, aus dem Bereich nuklearer Dissidenz und der globalisierungskritischen Bewegung die Vorteile eines solchen Verständnisses.

    Genau heißt die Stelle: „Wenn wir uns die Entstehung des Krieges philosophisch denken, so entsteht der eigentliche Begriff des Krieges nicht mit dem Angriff, weil dieser nicht sowohl den Kampf als die Besitznahme zum absoluten Zweck hat, sondern er entsteht erst mit der Verteidigung, denn diese hat den Kampf zum unmittelbaren Zweck, weil Abwehren und Kämpfen offenbar eins ist“ (Clausewitz 1980, S. 644).

    Diese, bei Weber bereits angelegte, einseitige Interpretation von Herrschaft als legitimer Herrschaft ist in der angelsächsischen Diskussion insbesondere durch die Übersetzung Webers durch Talcott Parsons begünstigt und verschärft worden. Parsons übersetzte „Herrschaft“ überall dort, wo es seiner eigenen Vorstellung von Legitimität entsprach als authority, an anderen Stellen als imparative control (vgl. Onuf und Klink 1989, S. 152). Eine weniger voreingenommene Übersetzung würde, so Cohen et al. (1975), die Vielschichtigkeit, möglicherweise aber auch die Inkonsistenz, des Weberschen Herrschaftsbegriffs deutlich werden lassen.

    Zürn beruft sich auf Arendt, wenn er sagt, dass Anerkennung für Autorität und Herrschaft konstitutiv sei (Zürn 2015). Unseres Erachtens mag das für Autorität gelten, nicht aber für Herrschaft.

    Der NPT definiert in Art. 9, Abs. 3 den Begriff „Kernwaffenstaat“. Demnach ist „im Sinne dieses Vertrages“ ein Kernwaffenstaat „jeder Staat, der vor dem 1. Januar 1967 eine Kernwaffe oder einen sonstigen Kernsprengkörper hergestellt oder gezündet hat.“ Gemeint waren natürlich die USA, die Sowjetunion, Großbritannien, Frankreich und China.
