Abstract

This study has primarily been concerned with the visibility of EU citizens in the European public sphere, as well as with the visibility of a truly European citizenry (European EU citizens) and one that remains nationally entrenched (national EU citizens). The main argument is based on the premise that it is via the European public sphere that EU citizens and their preferences become visible to policy makers and can consequently be taken into account when making decisions at the EU level. The aim of this excursus is to move beyond this general conceptual framework that the European public sphere contributes to an exchange between EU citizens and EU governmental actors.
