Zusammenfassung
Der Anteil der scheiternden Großprojekte ist skandalös hoch. Kosten laufen aus dem Ruder, Termine platzen, die Produktqualität lässt zu wünschen übrig. Wie sie zu führen sind, wird in der Fachwelt seit Jahren diskutiert. Nur basteln die meisten Vorschläge an Symptomen, zielen auf eine Perfektionierung eines überholten Systems. Projekte werden wie Uhrwerke konzipiert, die einmal aufgezogen, mechanisch ablaufen sollen. Es geht um Planung und Controlling, aber kaum um Diskontinuitäten und Rückkopplungen. Es geht um Rationalität und Exaktheit, aber kaum um Akteursinteressen und Handlungsspielräume. Es geht um neue Software, aber nur selten um das Management von Unsicherheit.
Gibt es überhaupt „das“ Projekt? Wann sind Projekte „komplex“ und welche Wirkungen hat das auf ihr Management. Kann man ihre Ziele „objektiv“ erfassen oder gibt es dafür so viele Perspektiven und Interessen wie Akteure und Stakeholder? Die wichtigsten Rollen im Projekt - die des Initiators und des Projektleiters - werden analysiert. Im Systemkontext agieren sie als Beobachter, steuern die Interaktionen, bewerten die Handlungen der Akteure und treffen Entscheidungen zur Koordinierung des Gesamtablaufs.
