Die deterministische oder programmorientierte Bedarfsplanung leitet ihren Namen vom Produktionsplan ab, der wiederum auf dem Absatzplan basiert. Der voraussichtliche Bedarf des Absatzmarktes an Enderzeugnissen und Ersatzteilen wird als Primärbedarf bezeichnet, der den Ausgangspunkt für die nachfolgenden dispositiven Arbeitsschritte darstellt. Die Genauigkeit der Primärbedarfsermittlung ist deshalb von großer Bedeutung.
