This chapter elaborates on the background of this thesis. First, it defines the body of terms when referring to disaster and the domain of emergency response. Subsequently, core information is summarized on all disasters, which are relevant for the presented work. Moreover, this chapter introduces the notion of infrastructure, which forms of infrastructure can emerge in the aftermath of disasters, and how people creatively engage in critical situations to form new infrastructures.
