Zusammenfassung

Nach der Verabschiedung der TPA begann die Bush-Administration eine Reihe bilateraler FTA-Verhandlungen mit Ländern in unterschiedlichsten Regionen der Welt: Australien, Bahrein, Marokko, Oman, Thailand und die VAE. Im folgenden Kapitel werden alle bilateralen FTA-Verhandlungen der Vereinigten Staaten beschrieben, welche die Bush-Administration nach der Verabschiedung der TPA begann und noch vor der Übernahme des Kongresses durch die Demokraten während der zweiten Amtszeit Präsident Bushs ratifiziert werden konnten beziehungsweise scheiterten.

    Die Arabische Liga hatte den Boykott gegen Israel formell am 2. Dezember 1945 erklärt. Der Boykott gegen Israel umfasst drei Stufen: Der primäre Boykott verbietet Bürgern eines Mitgliedstaates der Arabischen Liga den Kauf, den Verkauf und die Vereinbarung eines Geschäftsauftrages mit der israelischen Regierung und israelischen Bürgern. Der sekundäre Boykott erweitert den primären Boykott auf jede juristische Person weltweit, die Geschäft mit Israel macht. Das für den Boykott zuständige Zentralbüro veröffentlicht zu diesem Zweck eine schwarze Liste der entsprechenden Unternehmen. Der tertiäre Boykott verbietet den Mitgliedsländern der Arabischen Liga und deren Bürgern wiederum Geschäft mit Unternehmen zu tätigen, die mit Unternehmen auf der schwarzen Liste geschäftlich zusammenarbeiten. Die Mitglieder der Golf Co-operation Council hoben den sekundären und tertiären Boykott gegen Israel am 30. Januar 1996 auf.     Bei Zwangslizenzen erlaubt eine Regierung die Produktion eines patentierten Produktes (beziehungsweise Prozesses) ohne die Zustimmung des Patentinhabers. Zwangslizenzen für Pharmazeutika sind eine Ausnahmeregelung des TRIPS für die Herstellung der öffentlichen Gesundheit.
