Zusammenfassung
Die Professionalisierung von NGOs wurde, vor allem mit Verweis auf Theorien der Bewegungsforschung, auf internationaler (Martens 2005a; Keck & Sikkink 1998), nationaler (Maloney 2008; Lösche 2007; Frantz 2007; Jordan & Maloney 1997) und EU-Ebene (Saurugger 2009; 2006; Lahusen & Jauß 2001) festgestellt. Es besteht Konsens dahingehend, dass sie notwendige Voraussetzung für erfolgreiches Agieren im EU-System ist (u.a. Saurugger 2006; Beyers 2008; Frantz 2007) und dies nicht nur unter Wissenschaftlern, sondern unter den Akteuren selbst:
