Zusammenfassung
In der akademischen Öffentlichkeit und selbst in der britischen Presse (außerhalb des Lagers anti-europäischer Militanz) hat sich der Eindruck verfestigt, dass Großbritanniens Europapolitik einem Pfad „pathologischen Lernens“ folge. Die instinktive Reaktion britischer Politiker auf jene politischen Vorgaben, die der Vertiefung der europäischen Integration dienen, sei, so wurde argumentiert, vorhersehbar zunächst die Ablehnung. Bald aber müssten die politisch Verantwortlichen feststellen, dass an Europa kein Weg vorbei führe.
