Einleitende Anmerkungen zum Ländervergleich: Definition von Bürgerenergie, Länderauswahl und Überblick über Fördermechanismen

Zusammenfassung

In den folgenden Kapitelbeiträgen wird ein weltweiter Überblick über den Stand und die Entwicklung von Bürgerenergie in einigen ausgewählten Ländern gegeben. Dabei wird deutlich, dass unter Bürgerenergie – im Englischen oft „Community Energy“ – sehr unterschiedliche Phänomene zusammengefasst werden. Die unter diese Begriffe subsumierten Initiativen bzw. Beteiligungen an erneuerbaren Energien bilden schon in einzelnen Ländern oder Regionen keine einheitlichen Gruppen. Daher sind Vergleiche angesichts unterschiedlicher historischer, sozialer, ökonomischer, politischer und rechtlicher Kontexte länderübergreifend immer nur einschränkend möglich.
