After having discussed how the civil war and the long-term ideological conflict shaped the higher education system, and following an in-depth description of the three universities in Southern Sudan, I will now focus on the role different actors play with respect to higher education governance. The analysis in this chapter is largely based on formal and informal interviews with representatives of the actors in question and on documents collected during field research.
