Zusammenfassung

Krisen können kein Dauerzustand sein. Das verlangt schon die begriffliche Logik. Diese gilt auch für die sogenannte latente Krise. Der analytische Gebrauch des Begriffs setzt zudem die Existenz eines Referenzmodells voraus. Dieses kann normativ-idealer Natur sein oder auf einen definierten Normalzustand rekurrieren. Mit Blick auf die Demokratie wurde bisweilen ein ‚goldenes‘ oder auch nur ein ‚normales‘ Zeitalter ausgemacht, in dem die reale Demokratie ihrem Anspruch nach angemessen funktionierte. Bei Colin Crouch (2004, S.7) lag der „democratic moment“ für die USA und Skandinavien kurz nach dem Zweiten Weltkrieg, für Europa in den fünfziger und sechziger Jahre des 20. Jahrhunderts. In der deutschen Diskussion wird nicht selten auf die späten sechziger und frühen siebziger Jahre verwiesen.
