Zusammenfassung

Der folgende Beitrag gibt einen Überblick über die Zusammenhänge von Klimawandel und den daraus resultierenden politischen Reaktionen und ordnet die Beiträge in diesem Buch entsprechend ein.

Der Klimawandel und seine Folgen ist ein in der Wissenschaft seit mehr als 40 Jahren diskutiertes Thema. Spätestens seit dem 4. Sachstandsbericht des IPCC 2007 ist es in der öffentlichen Diskussion angekommen. Während Maßnahmen zur globalen Treibhausgasminderung bereits 1997 im Kyoto-Protokoll beschlossen wurden, ist die Klimaanpassung erst seit ungefähr 10 Jahren in der breiteren politischen Diskussion. In diesem Kapitel wird ein kurzer Überblick zu Klimaänderungen der Vergangenheit, den Szenarien für die Zukunft und Beispielen für biophysikalische Klimafolgen gezeigt. Danach werden die Gemeinsamkeiten und Unterschiede zwischen Klimaschutz und Anpassung erläutert. Nach Beispielen für den Anpassungsprozess von der kontinentalen bis zur kommunalen Skala in Europa werden Anpassungsbarrieren und die Voraussetzungen für „erfolgreiche“ Anpassung skizziert. Das Kapitel schließt ab mit der Rolle des Klimaservice und der Ausgestaltung von Wissenstransfer.
