Zusammenfassung
Eine wichtige Funktion von Organisationen ist es, personenunabhängige Routinen, Strukturen und Logiken bereitzustellen, die das Alltagshandeln des Personals von ständigem Neu-Entscheiden, Neuorientieren und Unsicherheitsbearbeitung entlastet. Die Logiken von Organisation und Innovation müssen also naturgemäß in einer Spannung zueinander stehen, die Aufrechterhaltung von Routinen und organisiertem Alltagshandeln steht dem Innovationshandeln entgegen, wie bereits Lipskys Studie zu Street-Level-Bürokratien gezeigt hat (Lipsky 2010). Die öffentlichen Dienstleistungen und ihre Administration zeigten sich in seinen Studien resistent gegen Wandel und fanden ihre Wege, um sich dem Druck vonseiten der Manager oder der Nutzer zu widersetzen. Diese Autonomie und der darin zu entdeckende Erfindungsreichtum müssen verstanden werden, um Organisationen zu verändern und neue Abläufe oder Technologien durchzusetzen (vgl. Eurich und Langer 2016).
