Zusammenfassung
Die G20-Gipfelbeschlüsse unterscheiden sich zwischen der ersten Phase von 2008 bis Toronto 2010 und der Phase nach Toronto. Der erste Abschnitt war geprägt vom Schock und der Befürchtung, dass nach dem Zusammenbruch von Lehman Brothers die Finanzmärkte implodieren und eine weltweite Wirtschaftsdepression auslösen könnten. Die zunehmende Stabilisierung der Finanzmärkte nach 2009 führte dann dazu, dass die Finanzindustrie aufgrund ihrer strukturellen Macht die Deutungshoheit über Finanzmarktreformen zurückeroberte und die politischen Beschlüsse teilweise verwässerte oder sogar blockierte.
Abstract
The G20 Summit Statements differ between the first phase beginning in 2008 to Toronto 2010 and the phase after Toronto. The first period was characterized by shock and the fear that after the collapse of Lehman Brothers the financial system could implode and cause a global economic depression. The emerging stability on the financial markets after 2009 implied that the financial industry was able to re-conquer the interpretational sovereignty over financial reforms relying on their structural and discursive power to partially water-down or even block the decisions taken at the summits.
