Zusammenfassung

Angesichts des Umstandes, dass wirtschaftliche Aktivitäten, die Verbreitung neuen Wissens oder auch die Sammlung von Daten durch Staaten nicht an nationalen Grenzen haltmachen, wird seit einigen Jahren in der Geographie wie auch in anderen Disziplinen das klassische Konzept staatlicher Souveränität kritisch in Augenschein genommen. Der allgemeine Befund läuft darauf hinaus, dass nicht nur mit Blick auf die Gegenwart, sondern auch im historischen Rückblick deutlich wird, wie begrenzt staatliche Souveränität im Sinne der Kontrolle über alle politischen, ökonomischen und rechtlichen Vorgänge auf einem Territorium selbst unter den günstigsten Bedingungen immer schon gewesen ist (vgl. Agnew 1994).
