Abstract
In April 2011, the intentions and motivations of this thesis gained additional momentum, when the European Commission (EC) released a document that demands for more inner-European electronic commerce, the so called Single Market Act. It might well be that the welfare argument and with this the desire for economic growth is also what led the EC to formulate its goal: to double the portion of inner-European electronic commerce (measured by the totality of inner-European trade) from 3.4% to 6.8%, until the year 2015. Though the development of this thesis and with this the framing of the IoP idea started about three years ago, the recognition of the problem through the EC might equip the IoP with the necessary strength to potentially turn from a vision into reality.
