Zusammenfassung
Die auf die Finanzkrise 2008/09 folgende Staatsschuldenkrise hat die Strukturschwächen Europas deutlich gemacht. Fast alle Länder der Europäischen Union (EU) weisen Staatsschulden aus, die das übersteigen, was man aus historischer Erfahrung als stabil betrachtet. Zu diesen ausgewiesenen Staatschulden kommen die sogenannten impliziten Schulden, also diejenigen Versprechungen umlagefinanzierter zukünftiger Renten-, Sozial- und Gesundheitsdienstleistungen, die durch den derzeit vorgesehenen Pfad von Steuern und Sozialbeiträgen nicht gedeckt werden können.
