Zusammenfassung
Im Entwicklungszusammenarbeitsdiskurs stellt die Partizipation von Hilfeempfängern seit den 1980er Jahren ein zentrales Thema dar. Nachdem Partizipation vorerst als Inklusion von Hilfebegünstigten in Planungsprozesse von Entwicklungsprojekten konzipiert wurde, hat sich seit Mitte der 1990er Jahre ein Partizipationsverständnis durchgesetzt, demzufolge Hilfeempfänger und lokale Organisationen in einem partnerschaftlichen Verhältnis mit den Mitarbeitern internationaler Entwicklungsorganisationen an allen projektspezifischen Entscheidungs- und Umsetzungsprozessen beteiligt werden sollen (vgl. Schönhuth 2005; Cook und Kothari 2001).
