Seit den 1980er-Jahren hat das Konzept der Zivilgesellschaft national wie international Hochkonjunktur. Es ist nicht nur Gegenstand wissenschaftlicher und entwicklungspolitischer Diskurse (Croissant et al. 2000, Kocka 2000, Klein 2001, Zimmer 2002), sondern hat inzwischen auch in den politischen Alltag Eingang gefunden (Enquête-Kommission 2002, Schröder 2000).
