Zusammenfassung
In dem bisherigen Teil der Untersuchung wurde angestrebt, die Aufgaben und Zielsetzungen darzustellen, denen sich die Steuerpolitik in den unterentwickelten Volkswirtschaften Ostafrikas im Zusammenhang mit den Problemen des wirtschaftlichen Wachstums, der Stabilität im Wirtschaftsablauf und der Einkommensverteilung gegenübersieht. Von diesen drei Zielen nimmt die Förderung des ökonomischen Wachstums den übergeordneten Rang ein als das primäre Ziel mit strukturellem und langfristigem Charakter. Nur wenn es gelingt, das Durchschnittseinkommen pro Kopf der Bevölkerung und die Produktion durch Nutzung aller vorhandenen Resourcen nachhaltig zu steigern, wird es in Ostafrika möglich werden, sich von den Fluktuationen auf den Rohstoffmärkten frei zu machen und jene Zielsetzungen zu realisieren, die durch Eingriffe in die Einkommensverteilung angestrebt werden.
