Abstract
There are strong reasons to believe that for those government programmes that will have an impact not just on the R&D system, but also on other subsystems of our society, it will be necessary to use more and more integrated approaches. There are tools available that may lead the way to greater effectiveness and efficiency of government programmes, even if they intervene with a complex setting.
