Abstract

The National Health Service creation Act of 1978 has defined common criteria of access to health care of the whole population, in the spirit of an egalitarian principle of ‘health safeguard as a right of the individual and as an interest of the collectivity’, which has to be guaranteed by the State to all its citizens.
