Abstract

Nurse scheduling presents one of the most difficult and intractable problems in the area of manpower planning due to the difficulties of providing a reasonable mix of trained and untrained staff under the conditions of variable workloads and staff availability. Several methods have been developed for the purpose of measuring nursing workload (Barr et al, 1973). Most of these methods require patients to be classified into dependency groups based on a limited amount of information which diminishes their sensitivity as indices of nursing workload. Additionally they do not usually distinguish between basic and technical care except on the assumption that there is a constant proportional relationship between them.
