Abstract
This contribution seeks to determine when and how social and political processes reach outcomes, conceived as more or less stable equilibria. It does so on the basis of a refined ‘utilitarian’, not necessarily ‘rational’, theory of human action. It is formulated in a specially developed mathematical theory, based on ordinal measurement only.
