The Climate Change Issue: Policy Aspects

Abstract

According to the Intergovernmental Panel on Climate Change (IPCC’s) “business as usual” scenario, rates of CO2 emissions from developing countries are expected to continue to increase faster than those from industrialized countries, although in total the industrial economies will continue to emit far more greenhouse gases. This implies that, if the atmospheric concentration of CO2 is to be stabilized at some point in the future, in addition to industrialized countries decreasing their dependence on fossil fuels, future paths of development (involving technology transfer) in other countries should be designed to minimize CO2 and other greenhouse gas emissions (GHGs).
