Abstract

The policy perspectives on the global warming issue can be characterized as being similar to such issues as acid precipitation and stratospheric ozone depletion, as a problem of “contamination” of the global atmosphere by human activities. At the request of the UN General Assembly, the World Meteorological Organization (WMO) and the UN Environment Programme (UNEP) established the Intergovernmental Panel on Climate Change (IPCC) in 1988 for the purpose of undertaking scientific assessments of global warming and its implications for ecosystems, society, and policy. A key element in such an assessment is an inventory of the major terrestrial, oceanic, and anthropogenic sources and sinks of greenhouse gases (GHGs) which, at present, are not very well known.
