Abstract
During the 1950s and 1960s, regional organizations received considerable attention as potential contributors to cooperation and peace around the globe. At that time, Joseph Nye wrote about the regionalization of world politics, capturing the “spirit of the times” in his book, Peace in Parts. 1 Citing others, he noted that “the political life of the world is becoming less at the level of national states and more at the level of continents.” It appears, however, that interest in regional organizations declined during the 1970s and 1980s compared to that given to nations and the United Nations.
