Abstract

There are more than 31,000 general medical practitioners in the United Kingdom and they account for some 7% of the total cost of the British National Health Service [1]. Unfortunately, concern about the variable quality of general practice has persisted since the creation of the British National Health Service (e.g., [2-8]). Despite this concern, the Department of Health and Social Security (DHSS) maintained a low profile until general practitioners themselves took steps to seek a consistently high quality of patient care.
