Abstract

At the meeting of the “working group on underlying processes of becoming socially vulnerable: special focus on youth,” held in Munich in July 1984, it was agreed that “we never will go back to full employment as we knew it, so we must learn to live and cope with unemployment.” The question is who, and how.
