Abstract

Although titled Report of the Chairman, this paper is truly the collaborative product of the Pre-Arms Control Assessment Working Group members. The views expressed are not those of any one individual or organization, nor are they necessarily a consensus view. We have, rather, tried to present a sampling of ideas. Although we have various professional backgrounds and nationalities, we had the common goal of working cooperatively, intensely and enthusiastically to better understand, and perhaps contribute to, issues in the arms control arena.
