Abstract

Disability programs in the United States have come under a variety of criticisms in recent years [1, 2]. Dissatisfaction with disability policy stems from the perception that some individual programs are ineffective, inequitable, and too costly. At the same time, the entire system of disability programs can be described as confusing and inadequate [3, 4].
