Abstract
Michael Aho provides a compelling projection of the international setting within which European development will proceed in the 1990’s. He foresees a regionally pre-occupied Europe changing the rules of the international economic system to such an extent that American trade relations with it, and not with Japan, will dominate the headlines in the 1990’s. While trade relations with Europe deteriorate, America will find it increasingly difficult to meet its savings deficit with European finance. In the capital-shortage 1990’s, Western European savings will increasingly be used to finance the rebuilding of Eastern Europe.
