Abstract
The 1980 regulation of Swiss telecommunications rests on three bases:

Art. 36 of the Federal Constitution of 1874 declaring post and telegraphy a federal matter.

2.
The Postal Organization Act of 1960 stating in art. 1 that the Swiss PTTs are responsible for the provision of telecommunications services.

3.
The Telecommunications Act of 1922 providing the Swiss PTTs an exclusive right “to establish and to run any kind of transmission or receiving machinery serving the transmission of electric and radio-electric signs, pictures, or sounds” (article 1).
